This beach is on the windward side of the island so the water is rougher than the leeward side so snorkeling would probably be difficult here. It is a good place for small to medium (2-5 foot) surfing waves and I have seen a couple of photographers in the water here trying to get wave shots.
All of the beaches in Hawaii are public, even the ones in front of the big mansions and resorts. As far as I know you can snorkel in any waters you want as long as you are willing to take the chance.
